Would something like this be possible in 3ds max

That would be After Effects or equivilent. No 3D Applications used.

fake 3d panels with tga's with opacity embedded or with masks, duplicated and moved around and animated. It's all done by hand, It's tedious, but easy.

I own after effects, so does anyone know where a tutorial for something like that would be, have been searching google but have had no luck.

You can do that in 3ds max as well with the video footage played on various planes all being rotated/move around or the camera or combination of both

Using 3DS would take longer in rendering time alone.

Well, technically, to answer your question, yes, it would be possible. It's also possible to bring down a fighter plane with a slingshot. In other words, go with AE ;)
