Wire parameters after adding "freeze transform"

So question to all the riggers.
I am trying to rig a hydrolic. I do not want to use sliders so what I am trying to do is just rig it by using splines. I have it all working great until I try to do some limits on the movement of my spline controllers.

So first thing i do is freeze transform on the spline so that the location of the spline is the starting point. Problem I have now is when I rig it all up with wire parameters my object doesn't move anymore.

Not sure exactly if I am doing something wrong.
Ohh also i setup my upper limit to 0 and lower to -1.3
So what I do is,
I click on my object, I go to wire parameters > position > zero pos xyz > X position > Limits > lower Limit

Then I click on my rotating object, and choose
transform > rotation > z

Now with this my object is still and won't get affected by the rotation. I know my axis is correct and did this exact same thing before setting a freeze transform and it worked great.

Any ideas?
