I just bought a new 64 bit machine with 12g of ram and when I check my system it says 12g (4gb usable) does that mean my system is only utilising 4gb at the moment? If so, anyone know how to get my machine to register and use all 12gb?

As BBR asked, what OS.

You'd also need an 64-bit OS installed to be able to use your ram.
Strangely enough, some companies sells computers with more than 4gb ram but still sell it with 32-bit OS.

Are you sure it's the 64bit edition?
MAX memory in 32bit professional 7 is 4GB but in 64bit 7, it's 192GB

Here's the stats right from MS:
