Vertex weights in skin modifier

Am recently using the skin modifier for the first time and am running into trouble with the weight tool that assigns weights to selected vertices directly. There are some vertices that i can't change for some reason, more specifically they seem stuck at 1.0 and can't come down like the others. There are no overlapping envelopes and the envelopes for their assigned bones seem fine. Are there certain vertices that simply can't be changed with this tool or am i missing something.

Vertex weights must equal a total of 1. You'll have to either expand the envelopes, or (my preferred way) manually increase the vertex weighting on those bones above 0 in order to assign them.

Setup: 3D Studio 2010 with finalRender.
