What's the best way to transfer the skin/weights of one mesh to a different mesh?

For example, if I have a mesh of a skinny woman wearing a tee shirt and shorts, this mesh also has its own unique set of bones and is properly rigged and skinned.

On the other end, I have another mesh that's similar, but not quite the same, and it's also not rigged/skinned yet.

Let's say I have a new mesh of a woman that has the same length/height in the limbs, a similar face that's a bit chubbier, is slightly fatter overall, is wearing a shirt with a jacket and has a long skirt.

Okay, now I wanna use the skeleton/bones of the skinny woman with the fat one. I also wanna transfer the skin/weights/envelopes of one mesh to another.

With that in mind, what's the best way to accomplishing what I described? Is it the skin wrap modifier?
