What would be the easiest way to accomplish using 3ds max 2010?

Create a Spline following the curve that you want, make it render-able, set it's thickness and number of sides you require. Convert it into an Editable Poly, uniform scale the vertices down to create the taper - maybe use Soft Selection.

Or create a cylinder or a cone shape (for your taper) and apply a Bend modifier onto it.
