I was trying something with splines that I used to do in Maya pretty easily so I figured there's got to be an easy method in Max. I tried to draw the splines then attach them all, then add bevel modifier but it's not working...

Looks like not all the verts are welded... Could be wrong.

Thanks IBENEZ but it's not a polygon yet. The shape that doesn't cut a hole is a difficult shape to work with. It seems like I have to clean this piece and make it geometrically perfect so I can boolean.
BUT...does anyone know a good method to create this via splines?
Was really trying to get the splines to work...

If all those splines are attached then it should work.

Make sure they are lined up along the same flat plane. Not sure if it makes a difference, but it is worth a shot.

Thank you kindly for the response owtdor, I've had my run with this piece, trying everything from adding vertices to topo draw.
I finished it by polygon modeling a plane to fit the evil shape (using snap to my original spline). Then booleaned.
