I tried every setting but couldn't replicate the issue, what version of Max and do you have all the SP's installed ?
Reset X-Form worked for this guy

Weird one, in that case it could be time for a reset preferences maneuver.

have you more than one object selected in that image ?
it's the only way i've been able to make 2 gizmos- one normal and one greyed
which only works like you show if you're in 'local' and 'select and uniform scale' mode
perhaps it's part of a group

Make a copy of it as an instance scale the copy(make it big) and then make changes in the big one, it happened to me once and that's how i solved it https://www.artstation.com/artist/threed_brothers

No idea, but pressing 'r' switches between Uniform and Non-Uniform scaling modes.

Just want to state for the record the only thing weird about my gizmo is it's abnormally large size.

Herfst, it's not how big is the gizmo. It's how you use it. And make sure it's pointing positive z axis, in your local coordinate system.

Nah, it's how big it is AND how you use it. Yes it's good to make sure the z axis is positive, though you can choose gizmo rather than local co-ordinates to move around.
