how to reset verticies so that they are affected properly by envelopes

Hi there. I have a biped that I skinned to my model, and created an idle animation for. However, in starting to create the run animation, I found that the leg envelopes needed a tweaking. Strangely, when I adjusted the envelopes, it didn't affect the vertices around the envelopes at all, no matter what I did. I read online that this problem may be solved by simply resetting the vertices. However, when I do this, many vertices go back to where they originally were on the x, y, and z axes, and do not move with the biped. This may be because I am resetting vertices that are not, by default, weighted by any bones. If so, will simply removing all 0 weights fix them, or is there any other way to make it so all vertices are affected by envelopes, regardless of any previous tweaking I did?
