I was wondering if there was a setting for Max to remember a frame that repeats exactly the same over the timeline, essentially not re-rendering every frame over and over since they are identical.
I hope you understand what I mean, any help would be much appreciated.

Sounds like the sort of thing that you would do in post, not in max. If you're after a frame that holds for a few seconds or so, its usually done in movie making software. Windows movie maker is a built in one that comes with windows, or there should be some free ones out there too.

iirc there is a checkbox for that in MR render settings but not near a computer right now so cant check
