Rendering - Diffuse Texture/Map Causes flicker/Patches

So I am in need of help. This is really annoying me and I cannot understand why its happening.

I have a floor in an animation (this floor is everywhere).

I noticed when watching my animation I have flickering/splotty areas. At first I thought it was render settings. So I bumped them up and realized same issue.

Turns out, its caused by a map in my diffuse slot. (I was using 3d max tile)
So I tested it out with other maps, and this issue happens with any map I use.

Whenever I turn off diffuse, it renders nice and smooth.
I really want the floor to have some design but I cannot have this.

Here are two pictures. One on left has a diffuse map and one on right is blank. (Raw light element preview)

As you can see, there is awful spotty shit going on. Any ideas? Worst case I will render floor with no texture.

I had an issue with noisy renders and couldn't fix it -> imported to a new scene and it all worked fine. Could be that the file's just messed up.
