Reduce Biped Keys

I have a straight biped animation (we'll call him X) that I am trying to apply to another skinned biped (Y) using a .bip file. There seems to be an issue with scaling as I load the X bip file on to Y.

X is originally in centimeters and Y is in meters. I was told that this shouldn't be a problem. I have tried scaling both X and Y to match each other's size prior to exporting/importing. The issue still happens. So when I apply the bip to Y his motion goes all around the place. The only thing that seems to have fixed the issue is converting X to a key on every frame.

When importing I have tried using "Restructure biped to match file" and have tried it without. Neither work as expected. Restructuring scales Y's biped, but the skin is stretched horribly (unrecognizable). Also, scaling X to Y's size prior to exporting seems to do the same malfunction as applying X .bip to Y's biped. I kind of think it has something to do with the type of keys (planted, sliding, etc) and real world space, but I am unsure.

So I am at the point of two questions. One is why this is happening and two is there a way that if I must have a keyframe on every frame that I can reduce the keys and/or "bake" only the original keys I had on X? The curve editor's reduce key function doesn't appear to work. I am somewhat new to the workbench, so perhaps I'm missing something.

Well, maybe someone can just help me reduce biped keys. I kept the frame by frame information and have been plucking here and there. Is there even a way to reduce the keys bipeds use? When I go to the curve editor and select reduce keys, nothing happens. When I go into the workbench and search, I haven't found a reduce key method. Any help?
