reactor question- how to simulate air/water density?...

hello!
I'm bouncing some softbodies around in an underwater scene- and want them to slow down rather than keep going (I've set gravity to zero...)

At the moment I'm trying to get away with using localised winds instead but surely there is some way to do this more simply? After hours of bashing at it and googling all over I am not any closer...
