Low poly = texture/bump
High poly = extruded splines

create square, create circle, shift drag circle, create x copies, attach those other circles to the original, shift drag the other direction. attach everything so far, then extrude.

edit-that came out realllly high poly...

create a plane with a stack of subdivisions, depending on how high poly you want to make this.

Add edit poly modifier.

Grab square groups of polys, again depending on how high poly you want, and how many holes you want. Make the groups have 2 polys between one group and the next.

Collapse the groups.

Grab the vertexes that have been made by the collapsed groups.

Chamfer them to the desired size of hole. Hold control and change the selection to polygon mode then reduce selection size once.

You should have a whole bunch of circular polygons selected that you can extrude inwards.

Should be a nice clean mesh too.

I went with the texture method for now. I'm being offered a lot of rendering work but don't have $$$ for a faster computer.
