does the graphics card in my pc make any difference to the performance of 3dmax or is it only the cpu/ram and hdd config that make a difference

in a nutshell...
better graphics card = better viewport speed
more RAM = capability for bigger scenes and more complex renders
better cpu = faster render times

blue lights on fans = no effect other than looking stupid

or ... using a GPU accelerated raytracer.
better graphics card (GPU) = faster rendertimes & improved viewport performance.
faster CPU = warmer office.
blue lights + fancy case = ability to travel through time and attract hot chicks.

i will take this oppurtunity to rant about max 2011 viewport stuttering no matter how awesome video card you get - it sucks.
