Hi, I'm wondering if anyone knows of any tutorials on how to make one of these, or if anyone could help explain how to build this?

I'd build half of it in low-resolution then stick a symmetry and turbosmooth modifier on it,

You could use a spline to do the shape of that curved bit, loft it or extrude along a line, lathe the circular bit and then combine the meshes. Then use symetry modifier.
