Mesh Fence

hey can anyone help me, im stuck on creating a mesh fence like the image below, not a clue on how to get the mesh!

As an alternative to modeling it, there's a fence substance map.

How accurate does it have to be ? I had to do this a year or so back it's not that hard just depends on the level of detail.
