lookat constaint local?

Is it possible to do a lookat constraint on a local axis?
If not I was thinking of doing a wire parameter.
How Can I specify a local rotation axis in wire parameters?
For example: The Z position of Point1 will effect the Local Y axis of Point2

I think that's the only way it works - one local axis, of your choice, looks at the pivot point of another object.
