Licensing music to be used in a video.

Is there an easy procedure to get a license permission to music I wanna use in a clip ?

In my current case, I wanna use a short part of one of Enya's tracks "Caribien blue", anyone knows how to do it ?

I wrote them an email. I wonder how long its gonna take to get an answer ...

Any idea how much to expect costwise ?

I mentionned its for usage in a promotional video I am making for software we develop and it will be shown on the internet (youtube, etc').
