Interior lights for building at night scene

Hi, i've been looking at spine3d's demo reel: www.spine3d.com and i wonder how they did all those interior lights for buildings at night scene so nice , are they all 3D or 2D or they placed lights in there themself or maybe scripting ? i understand there's alot of way to archive 1 look but can anyone give me a tips ? thanks in advance !

i assume ur talking about the scene where random lights come al over the building, if so then scripting is the best solution to that imo
