How would you start this model?

I'd start with a cylinder with a multiple of 12 segments 4 cap segments, and then start modelling the watch face first

The first thing you need to do is find some good detailed orthographic blueprints.
If those aren't available you need some really nice minimum distortion photos of front,
side, back etc views.
Place them on planes in Max and get them properly aligned.
Then you can start modeling.
