i am wondering if there is a quick and easy way to make the object on the left look like the object on the right.. the optimization tools doesnt do what i'm needing... any suggestions are helpful thanks

I'm sure there's a script that does this... but I don't have it. The quickest ways that I know aren't that quick.
Retopologise in max or z-brush OR use collapse, remove, target weld and cut. I also see there's a "Quadrify mesh" modifier. Never tried it, it might work.

quadrify mesh adds quads it doesnt take away :/ or clean up the mesh

I think you can also do this using the Graphite modelling tools.
