OK.


In MAX create a big 3D version of the TV station channel # render it.
In MAX create a simple logo flyin of the TV station logo. render it.

In After Effects,..create a big glowy swirly background.
Put the Max animation of the 3D station # over the BG, use overlay mode.
Put the Max animation of the logo flying over the above.
Track a lensflare to the logo animation.

done.

here's some guiding to learn :

open your browser
go to www.google.com
type in the search area : broadcast design
hit "enter"

as far as your question goes, to become a good broadcast designer you'll need several skills.
3D animation, 2D animation, compositing, layout, etc. It's not something you learn in a jiffy.
On top of that you have to master those skillz as good as Dr. Jim to be able to produce them on time cause the stressfactor as bd is quite high.

You cant just go and ask for such a general question... :P Or, you can, and this is what you'll get. Even tried google before you posted?

Well, do some research, and show us your work. Then we can comment and guide you based on what you'v done.
