Fog: Near / Far issues

I have a simple environment scene in which I'm trying to create atmospheric depth . ( semi-foggy day)
I'd like the background to lighten, while keeping the foreground unchanged.

There a only two settings, Near and Far amount.
..But even when the Near setting amount is set to 0.0 the foreground of my scene is still lit by the fog.

is there any way around this?

Id say render a zdepth image and do it in post. Waaay more control and changes can be done instantly without having to re-render...

I had planned to use a z depth pass with all the final renders, but was hoping fog would give me a good visual representation as I'm working.

...Surprised how limited max fog is.
