Defining Biped segment lengths

I’m trying to define a biped hand based on the lengths of individual segments. In figure mode, I can scale individual segments, but I would like to define the length of each segment relative to the previous segment. I imagine this would be like defining the next segment as 3 cm from the pivot point along the z direction.

If anyone has a similar problem, I used the 'Measured Distance' under 'Tools' on the main menu bar and turned Snap to Pivot on. I then measured the current distance and did some math using the distance I wanted to scale by the necessary percentage.
