Crowds in MAX?

OK,....needing to determine the feasibility of a shot:

crowd of maybe 200 people. All standing in a particular formation, otherwise "sightly" milling and moving about as a normal crowd would stand.

Camera is far away, and moves up to an overhead view where crowd is now revealed to be standing in a 'formation' (logo shape).......

Reality of people/lighting and all that is NOT what I am asking about here.
What I am wondering about is how to best do this? Crowd? Particles (using people..etc).

The people wont be super low poly,...but dont need to be really high poly either,...so not sure how this all will affect system resources.

Main concern is that they move 'just right' and feel natural as a big group would be......

Thoughts?
Help?

we had to rush this scene together for camera animation purposes -



there's about 1000 peeps in here, (AXYZ models) but only about 8 or 9 different peeps. we literally moved and positioned several small groups, then instanced and copied all over the model. quite a quick operation really.

ANIMATED. Read my description above carefully.

They are standing in a FORMATION (outline of a logo).....AND they are 'moving about slightly', in real life a big grouip of people in formation would have subtle movements and such,.....this is what I want to recreate,.....

Hoping there is an easier way then placing them all by hand,...etc..etc..etc.
Might end up being hundreds and hundreds of characters...
Also,...system resources concern me!

I've seen it done with particles, though I don't have the details on how to do it.

You want them to just move about slightly? Create the base characters with a very long series of subtle animations, and then make it so the particles pick a random point along that animation to begin, so they're all doing something different.
