Can you control the playback of the timeline using a slider?

I have a carousel like animation for a phone user interface. It has 5 parts and when each one faces the front it animates.
I have a 1000 frames with the 5 elements rotating round 360 degrees and each part animating when it faces the front.
I now want to be able to control the playback of all the animations by using a slider. As though the user is dragging their finger backwards and forwards on the phone to control the menu.

Sort of like as if i was dragging the timeline bar backwards and forwards at different speeds. But then being able to render out that movement.
So if it was attached to a slider, I could keyframe that.

Does anyone know if this is possible, or think of any other way to achieve this. And Or does this make sense?
