does anyone know how to make a piece of cloth more flexible than other

Try adjusting "object properties." Not sure if it will help but I know you can select presets like "nylon" "rubber" "starched cloth" etc.

what gogodr said. bend, stretch and compress are the values that most directly affect flexibility, the lower the value the less resistance to it
