So first building the low poly.
Got 1840 poly/3236 tri's so far..

Im aiming for 6/7k tri's when character is complete.
When its done i will make highpoly for normal etc.

p.s. paintovers/tips/critics on polycounts & other crits are appreciated

some notes i made:
feet too long and look like elf slippers at this point- needs boots
cheekbones too low and pronounced, sort out the ears (undefined, too low and far back)- face in general is a little high poly
might be out of proportion- not sure until the hands come in
shoulders might have trouble deforming in their present state- check out AP's deformation tutorial
gathering at waist a little 'top hat and tails'
you could try making the detail on the shoulder in the normal map (might have an ngon or two in that area too)
hair looks a bit like a hat at the moment
back of the neck smoothing problem- smoothing groups need to be addressed all over
