I can think of a couple of ways to make it with cloth too

yes, hair and fur is one option, but forgot to mentioned that i use Vray.Made some tries with Vray fur by painting the vertex but not quite satisfied. Also tried to rig it and using pflow. Never been messing with cloth so a bit lost on how i can animate this kind of stuff with it.

edit: hair and fur will do, added some forces and looks descent enough.
