3dsmax 2011/2012 viewport corrupting?

I am currently having an issue with the viewports in 3dsmax 2011 and 2012 in directx 9 mode. When all 4 viewports are on screen, moving my mouse over them causes them to randomly switch to a different viewport and display mode. When I have only 1 viewport in full screen, the problem doesn't seem to happen. DirectX 10 mode seems to display fine, but I cannot use a viewport shader with that driver, same with Nitrous driver in 2012. This issue only started just recently, and have never seen this problem in almost a year of using max 2011 on the same hardware. I've been searching the internet for this issue for over a week now, and I either don't know how to properly describe it, or it's just unique to me. I've reinstalled max a couple of times, which doesn't seem to fix anything. I've ran registry cleaners, anti virus/adware/spyware software as well.

This problem always occurs even when there's no object in the scene.

Things I've tried:
Win7 64bit (Aero is disabled)
ATI Radeon HD5870 (Card Drivers and DirectX are up to date)
3Ds Max 2011/2012 (Viewcube disabled)

Any help would be greatly appreciated :)
