In 2012, once I get a closed spline, is ther an auto mesh feature or do I need to cut to fill it all in?

In 2012, once I draw a closed spline, is there an 'auto mesh' feature or do I need to cut and loop to fill it all in?

If simply converting to emesh or epoly doesn't give you what you want, try the garment maker modifier.

Extrude Modifier and Cap Modifier, work for filling in a closed spline if the spline is not complex. If it is , inset loops and use the bridge command to fill between splines.

Once placed, is there a way to auto distribute vertex so polys are right angled rectangles?

Not sure exactly what you mean.

Once your object solidified you can convert to editable poly then quadrify the mesh using the graphic tools.this converts any tri's into poly's and most will be right angle but i have a feeling that is not what you mean.
